Message from the Chairman: Ehrlich Makes it Official

This past Wednesday on delightful spring morning in Rockville, Bob Ehrlich finally made it official that he was entering the race for Maryland Governor. 
 
With his a announcement he proposed a positive agenda of doubling the number of charter schools in the state, especially in the communities with the worst schools, and rolling back the business tax and 20% sales tax increase passed in 2007. The signs saying "Bob's For Jobs" said it best.
 
Great ready for a very hard fought race for Governor.
 
While we are used to thinking of Maryland as one the "bluest of the Blue states," each of the last four gubernatorial elections has been very closely contested. Republican candidates have averaged 48% of the vote, while Democrats have had 51%. In any given election, the maximum "swing" from the party average has been only four percentage points.   
 
That is closely matched.
 
With Ehrlich's entry, the nonpartisan Cook Political Report adjusted its rating of the race from solidly Democratic to one short of "Toss Up," saying Ehrlich is expected to run a "competitive" contest against O'Malley. StuartRothenberg reclassified the race from "safe" to "narrow advantage" for O'Malley.  CQ-Roll Call Senior Elections Analyst Bob Benenson similarly downgraded Democratic prospects.
 
Nick Ayers, Executive Director of the Republican Governors Association, commented that: "The RGA wholeheartedly welcomes Governor Ehrlich to the race and believes he will make the election highly competitive.
"Marylanders will have a clear choice this fall as Governor Ehrlich compares his record as a defender of the taxpayer and friend to small
business to Governor O'Malley's record of raising taxes, increasing the debt and stifling job creation.

As interesting as the "horse race" aspects to race may be for political junkies, the stakes cannot be much higher for the state residents.  In choosing between O'Malley and Ehrlich, we are deciding whether Maryland's 2011 will look more like 2003 or 2007. 
 
Seven years ago Ehrlich faced a $1.8 billion budget deficit. He tackled it through effective management and without tax increases.  He did so even while funding the "Thornton Commission" education increases.  He maintained a balanced budget while vetoing Democratic tax increases passed by the legislature. When he left office the state had a $1.4 billion budget reserve, over 10% of state revenues.  
 
Then came O'Malley. Rather than respond to warnings of a weakening economy,Governor O'Malley continued his spending increases, which led to the largest tax increase in the state's history in the fall of 2007. Much of the new revenue was used for new spending.
 
Today Maryland's budget situation is far worse shape than in 2007. Federal Stimulus money is being used to pay for $2 billion in state and local Maryland spending this year. Beginning with the budget that starts this coming June, that money declines. By the next year, after the 2010 election, the Stimulus money will be gone.  
 
This sets up our choice for 2011. Our budget reserve and trust funds have been substantially drawn down compared with 2007, the Federal stimulus money will be no longer available and the state will be stuck with the new spending commitments undertaken to qualify for some of the Stimulus money. 
 
We should have no doubts what Governor O'Malley, if reelected, will have in store for us in 2011 - tax increases, massive tax increases.
 
This sets the stage for a very clear choice this November.

Hundreds of energized activists and onlookers gathered at Rockville Town Hall on April 7 to join Gov. Ehrlich as he made official his decision to run for governor.    The crowd responded with whoops and cheers as he raised the energy several levels in the heart of Montgomery County with his announcement.
Gov. Ehrlich warned that the only thing standing in the way of progress is petty politics. "Enough of the trash talking . . . we'll compete, we'll fight and we're gonna win!" he added.  "In Maryland people demand wisdom from their elected leaders . . . and leadership that restores confidence.  . . . We know they raise taxes and we try to cut them."

About 30 Republican leaders and activists were on the stage behind the governor.  Among them were his wife Kendell Ehrlich, former Secretary of State Mary Kane who emceed the event, RNC National Committeeman Louise Pope, RNC National Committeewoman Joyce Terhes and MCGOP Chairman Mark Uncapher.  Former County Council Member Howie Denis compared Bob Ehrlich's outspokenness and staying power to Winston Churchill.  ". . . like Churchill, Bob Ehrlich will make history!" Denis proclaimed.  Also speaking was president of the Maryland Federation of Republican Women Ruth Umbel who stated "I'm just a poor farm girl from Garrett County.  But I do know you can't spend more money than you take in."

  The 2010 Maryland General Assmbly is winding down.  Governor O'Malley and State Democrats continue to pursue job-killing policies that raise taxes and ignore fiscal responsiblity.  Here are two good links to read about highlights of this year's session:

Franchot Raises Red Flag Over Lucrative "Closed Door" Slots Contracts

At the Board of Public Works meeting this week, Governor Martin O'Malley voted in favor of a State Lottery Agency proposal to spend up to $200 million for the purchase of gaming machines for the state's slots program. The vote had been delayed because Comptroller Peter Franchot balked two weeks ago when the original contract would have allowed $800 million gaming industry procurements.

However, Franchot was still concerned about the "irregular" procurement process approved by O'Malley. As reported by Adam Kerlin of the Capital News Service: "'I'm speaking in your own defense, you don't want this,' Franchot said to the lottery's representatives. 'It's a really toxic mix of things.' Franchot has been opposed to any contract that allows the lottery to sign subcontracts with game manufacturers without approval from the Board of Public Works. He said the negotiations with 'in the dumps' gambling industry shouldn't be made behind closed doors." (To read the entire article, click here)

In light of these lucrative contracts that will now be awarded by the "irregular" procurement process behind closed doors, O'Malley should abide by the highest ethical standards in state government and not accept any campaign contributions from any gaming companies (and their officers) who are vying for or have secured contracts with the State Lottery Agency.

Don't Count Your Budgetary Chickens Before They Hatch

Governor Martin O'Malley rolled out his FY11 state budget in January claiming to have balanced the budget with federal stimulus funds and one-time fund swaps to erase his $2 billion deficit. Upon closer inspection, however, legislators realized that O'Malley's balancing act includes almost $400 million of federal Medicaid funds that have not been appropriated.
Last week, Congressman Steny Hoyer spoke from the State Senate rostrum and advised the legislators to develop a Plan B for that $400 million. Nice trick by O'Malley - now that the General Assembly has the budget, it is their job to cover his phantom $400 million.

Maryland's overspending in Medicaid is in part due to O'Malley expansion of benefits during a recession according to Marc Kilmer of the Maryland Public Policy Institute. In a opinion piece published today, Kilmer states, "Spending has increased dramatically in recent years and will continue to do so because those in Annapolis lack the political will to reform a broken system. Instead of looking for ways to control Medicaid's growth, the governor and legislators expanded the program in 2007. While other states, such as Florida and Georgia, were restructuring their Medicaid programs to contain costs, Maryland policymakers preferred to ignore the problems in the system." To read Kilmer's entire article click here.

Blair Lee described the reporters assigned by the Postto the announcement as "two solidly anti-Ehrlich journalists." After critiquing the flaws in their reporting, Lee warned "So get used to it, you Post readers, Wagner and Davis are in the tank for O'Malley."

Get Ready for Higher Health Insurance Rates, Expanding Medicaid

Get ready to pay higher health insurance rates in order to fund the state's Medicaid program. The state doesn't have enough money from taxpayers to pay for its expensive program, so it's shifting the burden shifting burden to hospitals and, ultimately, everyone who has health insurance. Of course, when insurance rates go up to pay for Medicaid, it will be insurance companies - not the politicians who refuse to rein in Medicaid costs - who will get the blame.

Governor Martin O'Malley's budget is only balanced if he can find a way for someone other than state taxpayers to pay for $123 million in Medicaid spending. Why this fiscal trickery? Because, Medicaid's expense is growing faster than anticipated. This should be no surprise no surprise, considering the history of Medicaid spending in the state or the fact that legislators and the governor expanded the program in 2007 on the eve of a national recession. But instead of facing the consequences of their actions, legislators and the governor want to find some other way to pay for the spending problem they created.

I remember sitting in the Senate Finance Committee in 2007 when they were listening to testimony about expanding Medicaid. Many witnesses said that the legislature had to expand Medicaid since paying for health care for those without insurance imposes a "hidden tax" on people with insurance. Can we expect those same advocates to testify before the Senate Finance Committee that this Medicaid expansion needs rolled back now that it is imposing a hidden tax on those with insurance?

Young Republicans Charity Ball a Great Success, Raising $3500 for Mobil Med;
Proceeds to benefit Homeless and Working Poor

On March 26th in Bethesda, Maryland, crowding into a semi-lit dance hall alive with the sounds of classic rock, prominent Republicans and local professionals gathered together to present a gift to Mobile Medical Care, Inc.
Presenting Ben Wu with a $3,500 check, Montgomery County Young Republican President Michael Gibble said "I am honored to present Mobile Med with this check. We recognize your important role in Montgomery County, and I look forward to opportunities where the Young Republicans Mobile Med can work together in the future. We thank you for all you have done for the citizens of this county."

"Thank you, Mike, for all you've done," rejoined Ben Wu, a Board Member at Mobile Med and former MCYR President. Wu continued, saying that "creating a more compassionate nation and community is very important and that's why your taking the initiative to support Mobil Med fits so well with our mission."
The proceeds from this year's Annual Charity Ball will help provide health care services to the county's uninsured, working poor and homeless.

This year's benefit had approximately 80 participants.
Wu, speaking on behalf of Mobil Med, reminded everyone that the work of helping the poor is never done. "We definitely need volunteers, volunteer doctors, nurses and staff members because really what we do for Montgomery County is critical," he said.

Maryland Republican Party Chairwoman, Audrey Scott, made an appearance at Leisure World on Thursday as part of the Maryland GOP's Town Hall Tour taking place this week.
 
There were about 100 people in attendance, including Republican candidates from Montgomery County wishing to seek office in the November elections. In an energized and optimistic speech, Scott told the audience, "We truly believe that 2010 is our year." Scott asked everyone in the audience to "help in any way you can" to get Republicans elected this fall. "If we don't
do it this year, I don't know when it will be," she said.
